In regards to the "scan fix". It has my scan range constantly jumping from it's base range (at this point 7.2k) to 11.5k (the JD's shared scan range) every 10 seconds.. is this intended?

No, that is not correct. Can you elaborate a bit more?

 

1. Grouped or not (if so, what classes in group, who is leader etc)

2. What devices are equipped?

3. Happening after gating into another sector or right after login?

If Scan 7 works the same way it worked in the original game, having Scan 7 and grouping shouldn't affect your scan range unless another group member has Scan 7 and a better scan range than you.  A JE or JW with better scan buffs than yours.  Not sure if having someone in group without scan 7 but better scan range than you should affect your scan range, or theirs.  Depending on what scan buffs you have, vs. what scan buffs they have it's reasonably possible for a PE or Scout to achieve this.  Explorers, including Scout & Sentinel, have a bigger starting scan range than everyone else, 5.0 vs. 3.5.
