You have to be level 60, but the description does not say so.

I thought it was 40 for reactors?

The title of this thread says devices but the OP says reactors *Shrugs*

I think it's 40 for Reactors on a JE, and 60 for reactors on a JT. Build Devices you get during Training from the same lady NPC that gives the mission Hunting Haywire

ah, my bad on both. sorry, my 2 yo son was sitting in my lap while I was trying to read/reply and I was a bit distracted trying to keep his hands off the keyboard.
