Vista Launcher Problem

I've been having a problem with my vista laptop launching EnB.
When I run the launcher I get a .NET framework unhandled exception saying the Configuration system failed to initialize.

the launcher then appears and I can get the patch notes but all the boxes are grayed out and it won't let me reset updates. Any ideas? The launcher and enb.exe are in compatibility mode XP service pack 2 and in admin. UAC is turned off. This happened after a fresh install.

Key is here: C:\Users\Spencer\AppData\Local\LaunchNet7\

Delete that folder in its entirety, restart the launcher and it should regenerate that stuff from scratch. The files in it got corrupted, it stores a lot of the settings for the launcher page there.
