Is shield sap too powerful?

My PW is level 101 (26/30/45 I know its a little out of whack, I'm a teacher and run jobs while grading papers, and I grade a lot of papers )I currently have level 5 shield sap and a Barrier of Ooze (18311 cap).

I was in VG earlier getting looking for my Barrier and after I got it decided to see how high of a mob I could take out, so I found a level 38 Ostarae. I was able to kill the mob only using Shield Sap. I never fired a single shot. The first 3 saps pulled ~7-8K and the last 14k. I know that I am not balanced, but a balanced character at level 101 would have a CL around 33-37 and would still be able to do this, even though they are 1-5 CLs below the mob.

I just think it is ridiculous that I can kill a mob 12 CL above mine using only shield sap. If this is how it is suppose to be, I won't complain, but it just seems a little out of balance to me.

Vs shield only mobs its good (but bear in mind when mobs have propper buffs it may not be as good)

Does nothing vs hull.

Shield sap was always fairly nifty anyway, but there are other skills in other races that also are very good when used right.

I seem to recall that certain boss mobs were somewhat resistant to it (particularly FB fish bosses) and when a mob had a strong rally up... its usefulness was greatly diminished.
