irrelevant
There is a linear(I think) formula for scaling item attributes based on quality. Which attribute gets scaled depends on item/buffs. For Reactors' and shields' recharge gets scaled, weapons' reload, many buffs' %effect gets scaled, many buffs' duration is the only thing that gets scaled, and so on. There is a huge difference between 200% and 100% item, still a good deal of difference between 150% and 175%, and negligible difference between 199 and 200%(except looks better/new hehe) Sorry I don't know the exact formula myself, but several databases will tell you the 100% and 200% stats (enbdatabase.com does so) For example Warrior's Pride Alpha has a recharge 21.50 at 100%, 29.03 at 200% Thats 7.53 additional recharge based on the improved quality, much more than you would add by using a blood device.
