Is Combat Cloak bugged? My JD with L5 Combat Cloak takes 5 seconds to cloak, while the description for the fifth skill point says it should take 3 seconds. It was 3 seconds when i had the bonus mission reactor equipped. Tried relogging and rebooting and still 5 seconds. (measuerd with a stopwatch from i activate the skill till the cloak icon shows up in the right corner)
