The problem I see is that you don't receive any build XP for making ammo and personally I believe that any interaction with a terminal whether it's to refine, analyze or build resulting in a successful accomplishment should contribute towards your over all chance of success including disassembling and component recovery.

I find that the Net7cofig is better. "C:\Program Files (x86)\EA GAMES\Earth & Beyond\EBCONFIG\net7config.exe"
In Win 7 I had to pin it to start menu, Right click: Properties - Compatibility: XP SP3-Run as: Admin.

Doing the Lv30 TE Bonus Mission now: Roland Holmes.
I have to talk with miners for his location but I've talked to every one on the base in 61 Cygni with no luck.

Can not log in; server shows online with 78 people but Megan gives a (INV-300) problem.
My internet is obviously working or I couldn’t post this.
