This was resolved by submitting a ticket.   Seems to be some issue with it at the moment. 

I tried it with the lasers in inventory along with the certificate.  Still nothing.

I did the level 30 HU mission and at the end was given a certificate to give to MacKallen to start the level 30 bonus mission.  When I talk to her she gives me her dialog abot the PSI's and sends me away.   Is there currently a bonus mission for the TS? if so how do I start it?   I don't think she gave me an option for it when I saw her to get the HU, she just sent me off to scout some Nav points for her.
