I eventually found him, about 7k "east" of the transport, buying a scan boost item helped some.

Doing the JE combat missions - I've heard that Haywire may be hiding a bit further out from the Decommissioned Transport than usual, but even with that in mind I was unable to find it. Is it spawning properly? Searching tells me this mob has been misbehaving in the past.
