Combat Cloak. If you take everything into account that makes CC so effective you will understand why The Jenquai CAN DODGE ANY Damage ! Add, The effects Of Turn Rate, Maneuverability, Ship Signature, and BEING INVISIBLE Multiplies the Possibility of NOT Being Hit with DAMAGE or a minimum amount of damage. FIX SEE CLOAK and This Will Change! The Jenquai Will have to sacrafice a slot for "Improved Cloak" When See Cloak is Implemented to Improve his or her chances !

Probably Should fix or implement any device(s) that has a "improved cloak" "Improved Maneuverability" or
Reduced Ship Signature Buff attached to it BEFORE the "Damage % after cloak" is adjusted.
It will be sometime before the buffs are fixed to balance the Damage the Jenquai are now getting while cloaked
without see cloaked NPC.

Boo hoo, Why do the Jenqaui get to Cloak ?? I can't see them to shoot them :(. "Lets knock their Cloak down to a 30 second cool down". Thats right Nerf what you can't defend against. Muhahaha

I don't think your taking a few things into concideration.
This is dependent on the NPC and NPC levels.
Look at your ship equipment.
At the top center your see "Ship stats"
I'm not going to go through the list, so I'll just focus on the two important ones that I feel pertain to this disscussion.
Missile Defence and Turn rate.
These two statistics take into account your ability to Dodge ( % ) Incoming damage, when your not cloaked.
